Which way is right?

Are the bearings on a Tohatsu axel fan supposed to have the inner seals (facing each other) removed or intact?
I have disassembled a few,and 2 had them removed,and 1 did not.Not sure if certain years did them differently?
Just curious as to which way is correct before I start my own assembly,Thanks

Anyway you want to do it,will work just fine.I use sealed bearing[keep both seals on] for a reason.They work.

They most likely fell out you defenitly want to keep both seals on and you can repack them with grease every so often.
