I had this posted once before.One of my Tilly carbs had 2 low setting needles,one high needle. Here is picture of the inside carb body.In the lower left, you can see the low side needle & the passage or hole, goes into the area where the welch plug is.What is the purpose for this extra needle? The sled would run,but not very well.No matter how I adjusted the carb,that extra needle was useless.The question,can that be blocked off & used or should I just take off all the useable parts & start with a different carb body? This is a stock carb inside.

What model is it? What sled is it off of?

The number on the carb is:HD38A.This carb was in my box of extra carbs.Most Rupps had Keihin carbs.But that carb number fits 1970-71 Rupp sprints,Magnums etc.Engines:Sachs 340 single,Sachs 440 twin,Hirth 634,JLO 440twin,295 JLO,Sachs 340 single,Hirth 793 etc.The hole in this carb was drilled by someone.

I googled 38A & the list says ONE low speed & ONE high speed screw.With that being said,what would be the advantage of ANOTHER low screw going into that welch plug? Just when you think you have seen just about everything that owners have done to their sleds,wrong or right,something else pops up.
